  • There is a convenient electronic document flow within the system itself;
  • There is a rendering different types control, which are required to meet all the requirements of the law on the Contract System.

Today, it is unlikely that any of us could imagine our life without information technology. Recently, various automated systems have been actively introduced into the work of enterprises. This also applies to government procurement. Implementation of automated information system government procurement, designed to bring the procurement process onto a modern track, to apply an automated solution in the public procurement system is a purely personal decision of the head of a state-owned enterprise. From the manager’s point of view, it is easier to implement an information system and directly use it to receive ready-made reports and be sure that all processes taking place in the field of public procurement are under close control than to rely on the accuracy and speed of reporting by company employees.

The law does not provide for the mandatory implementation of AIS for government orders at an enterprise, but, on the other hand, the law requires certain actions to be carried out in accordance with the regulations, and it is much easier to comply with them when there is an orderly information system that helps place tenders in the fastest and legally correct manner.

Of course, without AIS of government order companies can be posted on the All-Russian official website, but if the head of the enterprise wants to streamline the procurement process within the company, introduce some information Technology, i.e. carry out coordination of certain purchases within departments, determine budget limits for each of the items, control that purchases fit into these budget limits, automatically announce tenders, automatically publish notices on the government procurement portal, and provide a number of other functions that allow you to track payments, give accounting tasks for making payments, control the deadlines for closing certain contracts, then without the use of AIS for government procurement, these goals will not be fully achievable.

AIS for government orders - saving money and effort

Implementation of an automated information system will take enough a large number of time, these parameters depend on the volume of automation in each individual case. For example, the creation of a regular government procurement portal, with the simplest automation mechanisms, according to approximate reports, takes about a month, including design, development and implementation.

The cost of an automated information system may depend on a number of factors, such as the number of tasks assigned to the AIS, the amount of automation, setting up the system at the customer, system maintenance, and user training. Considering the pricing factors, the cost AIS of government order varies from one to ten million rubles. The self-sufficiency of the system, first of all, depends on the volume of the order placed (these are government procurements and others). It is generally accepted that savings when using AIS on temporary resources of company employees, reduction of the production cycle and other costs will be about 5-10% of the order volume, which is a guarantee of the return of funds allocated for the implementation of the information system.

Whatever it may be, the human factor will not have to be completely eliminated. Because even the presence of an automated information system presupposes the presence of a specialist who will work with it. As was already said at the beginning, whether to introduce such a system into the work of an organization or not is a personal matter for everyone. But keep in mind that in the future it is planned to completely switch to electronic document management. Electronic document management is a more convenient and practical system. Any enterprise, even not the largest one, always has a huge amount of documentation. And working with it (especially searching for archived data) is painstaking work. Requiring time and patience. Automated search systems are a great opportunity to greatly speed up and simplify any work with documents. And, most likely, in the future, all government procurement will be carried out with its help.

At a meeting of the Government of Bashkortostan, the results of the socio-economic development of the region in the first half of 2019 were discussed

On July 31, the Acting Head of Bashkortostan Radiy Khabirov held a meeting of the Government of the Republic, at which the results of the socio-economic development of the region in the first half of 2019 were discussed. It was attended by heads of ministries and departments, as well as heads of municipalities via video conference.

In general, the year is shaping up positively for the republic. According to some indicators, forecast values are exceeded, noted Radiy Khabirov. – The industry is growing at a good pace. In agriculture, for the first time in recent years, we reached 100 percent. The construction sector has significantly improved its performance. Here we are in the black by all indicators. Housing commissioning increased by 13.4 percent. The trade situation has improved – growth by 3.2 percent. According to this indicator, Bashkortostan is second in the Volga Federal District and in the top ten regions in Russia. I think this is a consequence of the real growth in wages and purchasing power of the population. It is important that unemployment is reduced and the labor market feels stable.

The head of the region noted the need to address Special attention on demographic issues, primarily on the decline in the birth rate and the causes of mortality from diseases and road accidents.

Detailed reports on the main areas of economic and social development were made by relevant vice-premiers.

And about. Deputy Prime Minister - Chief of Staff of the Government of the Republic of Belarus Ilshat Tazhitdinov reported that according to the results of the first half of the year, the index of industrial production in the republic increased by 4.4 percent. Data on investment indicators for six months are expected only in August, but in the first quarter alone, 40.2 billion rubles were invested in the region’s economy, which is 4.3 percent higher than the same indicators last year. “Investment Hours” also makes a significant contribution to these figures. Since the beginning of the year, they have considered 71 investment projects with a total investment volume of more than 132 billion rubles and the creation of about 13 thousand jobs. Positive trends are observed in the replenishment of the treasury. Since January 1, the consolidated budget of the republic has received 87 billion rubles of tax and non-tax revenues. Without taking into account one-time payments, revenues increased by 7.6 billion rubles (9.6 percent). According to this indicator, Bashkortostan ranks third in the Volga Federal District.

The acting director began her speech with demography as the main challenge for the region’s management team. Deputy Prime Minister Lenar Ivanov. Over the five months of 2019, a decrease in the birth rate and natural population decline have been recorded. Ways to resolve these issues are laid down in the national project “Demography”. For example, additional mechanisms are being introduced to promote women’s employment, ensure accessibility of preschool education, and child care for children aged from one and a half to three years. This measure, according to Lenara Ivanova, will increase the employment of young mothers and create conditions for an increase in the birth rate and real income of families.

Much attention in the republic is paid to the construction of medical institutions and increasing their accessibility for residents. Thus, in Ufa, construction began on the largest medical facility in recent years - a new surgical building of the Republican Cardiology Center. By the end of the year, it is planned to put into operation two large clinics and about 25 paramedic and obstetric stations. Construction of new clinics in Tuymazy, Dyurtyuli, as well as a medical building in Yazykovo is progressing at a high pace. This year, a dairy factory-kitchen began operating in Sterlitamak. By the end of the year, such facilities will appear in Oktyabrsky, Sibay, Neftekamsk and Beloretsk.

Lenara Ivanova also noted positive dynamics in the labor market: the unemployment rate decreased from 4.9 to 4.5 percent, wages of public sector workers increased by 8.8 percent.

On the implementation of priority investment projects on the construction of new, expansion and reconstruction of existing production facilities told the acting. Deputy Prime Minister of the Government of the Republic of Belarus Raif Abdrakhimov. Since the beginning of the year, 172 investment projects have been considered for a total amount of 709.9 billion rubles, which will create over 30 thousand new jobs. In the construction industry, along with the increase in housing commissioning, social infrastructure facilities are being built. Within six months, the republic built a sports training center in Ufa, a clinic in the Ilishevsky district, schools in Blagoveshchensk and Karaidelsky district, sports and recreational and shopping complexes in the Ufa region, Blagoveshchensk, Beloretsk and Neftekamsk. By the end of the year, another 62 social and cultural facilities will be commissioned.

The results of the first half of the year in the housing and communal services sector were reported by acting. Deputy Prime Minister - Minister of Housing and Communal Services of the Republic of Belarus Boris Belyaev. The accelerated pace of capital repairs, comprehensive re-equipment of houses, public areas, lighting of streets and courtyards, carried out under numerous federal and republican programs, will allow residents of cities and regions to significantly improve their housing and communal conditions by the end of the year. The heating season passed as usual, preparations are being systematically made for the uninterrupted functioning of the housing and communal services system in the upcoming autumn-winter period. Issues with the disposal of municipal solid waste are gradually being resolved.

“Here it is necessary to emphasize that in our republic we have the lowest tariffs for MSW for the population: 70 rubles for city residents and 35 rubles for rural residents,” said Radiy Khabirov. – Bashkortostan has taken on this burden in order to reduce the burden on our citizens.

Following the meeting, the Acting Head of Bashkortostan gave the necessary instructions to the heads of ministries and departments. One of the main things is to intensify efforts to attract federal funds provided for the implementation of programs for the integrated development of rural areas, the construction of roads, bridges, infrastructure facilities, etc.

“The republic allocates more than 80 percent of its treasury to social needs, and only 0.3 percent to the development of the real sector of the economy, that which provides growth and additional income,” noted Radiy Khabirov. – It is clear that we have many questions and we are “putting out,” so to speak, serious social “fires”: we are repairing roads, landscaping courtyards, replacing worn-out buses, eliminating school toilets on the streets. People are waiting for solutions to these problems. But we need to understand that 0.3 percent is not a development strategy for the republic.

The head of the region instructed the Government of the Republic of Belarus to study the feedback from local small business representatives.

“We are creating a friendly interface for small and medium-sized businesses, organizing regular meetings, opening homes and centers for entrepreneurs for the convenience of work,” said Radiy Khabirov. – What is the feedback? What has changed during this time?

Noting the improvement in the work of the MFC in providing state and municipal services, Radiy Khabirov instructed to expand their range up to the receipt of medical test results. Moreover, such experience is being successfully implemented in Moscow.

The task was also set to speed up the equipment of dental offices in schools, primarily in rural areas, so that they would be provided with doctors and consumables.

“We will consider the results of the first half of 2019 to be quite good,” concluded Radiy Khabirov. – Although there is room to grow and things to improve. Don't slow down your work.
