2. Civil defense at the present stage

Today, civil defense is one of the most important functions of the state, an integral part of defense construction and ensuring the country's security. Over the past years, specialized units of Russian civil defense have taken part in more than 150 thousand rescue operations in Russia and 48 countries around the world.

On October 4, 1932, by government decree, an all-Union system of local air defense of the USSR (LMVO) was created and regulations on it were approved.
In 1961, the MPVO was transformed into the civil defense (CD) of the USSR.

At this time they were developed theoretical basis protection of the population, and a complex of organizational, engineering, technical, sanitary and hygienic, anti-epidemic and other special measures was carried out throughout the country.
In 1987, after the accident at the Chernobyl nuclear power plant, the civil defense was entrusted with the task of combating natural and man-made disasters.

In November 1991, after the creation of the State Committee of the Russian Federation for Civil Defense, Emergencies and Disaster Relief (GKChS of Russia), civil defense troops became part of it.
Currently, Russia has formed and effectively operates a unified government system Prevention and Elimination of Emergency Situations (RSChS), which is a national system for countering crisis phenomena.

Main tasks in the field of civil defense:

Principles of organizing and conducting civil defense:

1. The organization and conduct of civil defense are one of the most important functions of the state, components of defense construction, ensuring the security of the state.

Civil defense is built on a territorial production principle.

2. The state’s preparation for civil defense is carried out in advance in peacetime, taking into account the development of weapons, military equipment and means of protecting the population from dangers arising during the conduct of military operations or as a result of these actions.

3. The conduct of civil defense on the territory of the Russian Federation or in its individual localities begins from the moment of declaration of a state of war, the actual outbreak of hostilities, or the introduction by the President of the Russian Federation of martial law on the territory of the Russian Federation or in its individual localities.

Civil Defense Service - a service intended to carry out civil defense activities, including preparing the necessary forces and means and ensuring the actions of civilian civil defense organizations during rescue and other urgent work during combat operations or as a result of these actions.

Civilian civil defense organizations - formations created on the basis of organizations on a territorial production principle, not part of the Armed Forces of the Russian Federation, owning special equipment and property and trained to protect the population and organizations from dangers arising during the conduct of military operations or as a result of these actions.

Territory assigned to the civil defense group - the territory in which a city or other populated area is located that has military, defense or economic significance with objects located on it that pose a high degree of danger of emergency situations in war and peacetime.

The fundamental provisions of the Federal Law “On Civil Defense” and “Regulations on Civil Defense Troops” make it possible to clearly understand the role and place of civil defense troops in the RSChS and specify their tasks, taking into account the fact that in accordance with the Federal Law of the Russian Federation “On Defense” civil defense troops can be involved to defense using means of armed struggle.

b) if necessary, in the manner determined by the Government of the Russian Federation, during emergency response in accordance with the action plans of bodies specially authorized to solve civil defense tasks and tasks for the prevention and liquidation of emergency situations, action plans of formations, military units and organizations of the Civil Defense Troops:

Conducting radiation, chemical and non-specific bacteriological (biological) reconnaissance in emergency zones, as well as on routes to them;

Carrying out emergency rescue and other emergency

work on the prompt localization and elimination of natural and man-made emergencies on the territory of the Russian Federation, as well as on the territories of foreign states with which the Russian Federation has relevant agreements;

Carrying out pyrotechnic work related to the disposal of aircraft bombs and land mines, participation in the localization and elimination of large forest and peat fires;

Ensuring the safety of goods transported to emergency zones as humanitarian aid;

Participation in providing the affected population with food, water, basic necessities, temporary housing and other material resources and services, as well as in the provision of pre-hospital medical care;

Participation in activities to evacuate the population, material and cultural assets from emergency zones;

Participation in the restoration of life support facilities for the population;

in wartime:

Conducting radiation, chemical and non-specific bacteriological (biological) reconnaissance in areas of damage, zones of contamination (contamination), and catastrophic flooding, as well as on routes to advance to them;

Carrying out rescue and other urgent work in hot spots, areas of pollution (contamination) and catastrophic flooding;

Carrying out work on sanitary treatment of the population, special treatment of equipment and property, disinfection of buildings, structures and territories;
